Nine military officers had previously asked for President Gloria Macapagal Arroyo’s forgiveness for causing the July 2003 mutiny in Oakwood. In her recent speech, Arroyo declared that she will now pardon these soldiers as her last deed for the chief of the Armed Forces, Hermogenes Esperon Jr., who retired yesterday.
